Shadows of Luclinthose are all the large races, they wear large armor, so i figure that they just included all the races

Does anyone know why this item has these race restrictions? I went through the first part of the quest to make these, only to find out I can't even use the things! (I am a wood elf.) I realize that, in some sense, only Vah Shir should be making these, but at the same time, they included several other races. Any ideas?
On a slightly related note, if you see an item that has suspicious class/race restrictions (or just blatantly wrong ones), is that something you should /feedback (or /bug in the case of the incorrect ones)?
