I think his point is that considering the difficulty of this kill, the bag is kinda weak. Plus 1.8 is kinda heavy for a WR bag.
Consider the following
1) Rallic pack is 85% wt reduction, weighs less than this, and holds GIANT items. The pattern drops off a mob that is easily soloed.
2) Treasure hunter's satchel drops off Nagafen and other relatively easy to kill dragons, its 100% wt reducing, and weighs nothing, also holds giant.
3) Grandmaster's satchel from the quest involving the GM tradeskill trophies is 100% weight reducing, weighs 1.0 (if I recall right) and holds giant. You can GM baking or brewing from mostly/all storebought items in about 2 days. Plus the trophy summons unlimited no rent 100% weight reducing bags, in addition to the 1 100% bag you can quest.
4) Halfling tailors can make leatherfoot haversacks, 100% weight reduction, 10 giant slot, weighs 0.6 - NOT LORE - you can have as many of these as you can hold. The items to make can be farmed/foraged by a solo character.
5) You can buy unlimited quantities of 100% weight reducing bags from a merchant in sol A, that hold giant, and weigh 1.0. They cost 5250 pp, not a large sum for someone raiding mobs like the one the bag above drops from.
So in short, even my non PoP flagged, non uber guilded, 61 cleric, carries 5 100% weight reducing bags, 1 85% reducing rallic pack, and 1 tradeskill container, and one slot open for clicky items. If I were to be in a raid on this guy, and we managed to take this guy down, I'd have absolutely no use for this item, except to toss on a twink, until he got better.
Kind of lame loot for a level 70 mob!

Here's why this is actually not a bad item (even considering the mob it drops off of).
1. Rallic Packs are Lore.
2. Treasure Hunter's Satchel is Lore.
3. Not everyone has the time or the inclination to become a GM anything, given that you need to waste an AA point on GMship. 6 AA, if you decide to GM them all, but that's beside the point.
4. Leatherfoot Haversack is a 251 trivial combine, requires items of which only 2 are farmable, and has an average price (on my server anyway) of over 6k.
5. Not everyone has the faction to run down to Sol A and buy Bag of the Tinkerers, and making an alt is usually not wise as that poor alt will get creamed by the mobs leading up to the gnome camp.
This is not a bad drop, seeing as how it drops in addition to other stuff. It's a nice consololation prize for anyone who drops Maestro and has him drop item's they actually can't use due to race/class restrictions - this gives them something to roll on, at least.
Further, this could not be used for twinking an alt, as it's No Drop. And the mob that drops it is not 70, he's 75.

This guy is alot harder then 32k kunark / old world dragons, harder then golems in fear.... those all drop 0.1wt 100pct rd bag this is kinda crapy.
EDIT: Considering how hard it is to get and being only med items thought crossed my mind anyone know if this is a money wt rd bag? like the one from SS that lowers the wt of the money u are carrying also?

New Maestro always drops 2 loot + 1 item that is needed to complete the new Hate quests. This bag was 1 of the normal loots.
There's no 'Combine' button either, so there is no clue that this bag is used in any quest.
Which makes it a really horrible item to be on Maestro's loot table, really not worth it compared to his difficulty now. Hoping an a serious upgrade here. ;)
