I completed this quest with my 27 druid so level 35 is not needed as stated above (as of the time of this posting) and all heretic invaders except the named one, Jelquar the Soulslayer, were blue.

It's been a while since the question was asked, but I've used the one's I picked up in the Heretic Heads quest, see Shazda in the Kejekan village.
