Mandrake Root can be found in POK on merchant Severg O'Danos in the Alchemy Supplies near the fishing pool.
This will get you to 66 quickly.
The Woven Mandrake can be used to make Picnic Baskets and get you up to 76. (1x WM and 1x steel boning)
PB's are use in baking.

Is this used in any other combine requiring a higher Tailoring skill? Seems pointless to make em other than to get tailoring up to 66 quick.
The Mandrake Roots you use to make Woven Mandrake ARE an Alchemy component. The Woven Mandrake is used to create Picnic Baskets, which are in turn used in some Baking recipes, most notably for the Misty Thicket Picnic- and excellent meal for stats and duration AND one of the Nine Gifts needed to acquire Xanthe's Earring of Nature and Protection of the Cabbage, or the Earring of the Solstice for all the non-Druids out there.
