Yes the Vale armor stats are crap for the level of skill they triv at, BUT they are invaluable for raising skill once you get to 158 tailoring doing Wu's armor. Because just about anything else that raises skill after that(that I am aware of) requires doing velious(coldain velium temper gets expensive in bulk) or luclin(acrylia ore isnt that hard to get but still a pain farming it or buying it) armors.
Bottom line is I can get a stack of 20 HQ brute hides just auctioning in Dreadlands that I am paying 20pp a hide(heck, guildmates and friends give me them) and then go forage misty acorns and plains pebbles and work 20 skill checks just like that. Then ya go sell em cheap in auction zones or give them to newbies in Misty Thicket /shrug.
PS there is another level of Halfling tailoring after this one, Stormreapers, with stats that are fairly decent, bummer of them is that I think a Blue Diamond is needed for celestial essence on each piece...costly.
Mattilo, 51 Druid, Prexus, making Vale Reinforced Armor free, just bring me a HQ brute hide and I will make it just for the skill check, cannot guarantee success but for a fairly common hide drop in Kunark zones what do you have to lose?

It's a slap in the face for those dedicated souls that went through the time, effort, and expense to get their tailoring skill past grandmaster status. For all that work, they get something that trivials at 228 with stats this sad?
My tailoring skill is around 80 as of this writing, and i can make as set of Greyhopper Leggings with equal AC. Granted, there's no attribute bonuses, but the bonuses listed are awfully weak considering that the tailor that makes these will need nearly three times my skill to make them.
Anyone of with the skill to make these are likely to be of a level where they could quite easily go to Befallen and get themselves a set of Pristine Studded Leather legs (AC 12, STA + 5, DEX +2) instead.
Maybe it's just me, but it seems to me that once you get to the point of being able to MAKE cultural armor, it should be something good enough that you might actually consider WEARING it. At best, this is something a tailor would use to twink one of their newbie alts.
