can the dwarves that hang out in EC resize armor like this that is crafted for the smaller races? If so, would it change the race modifiers?
Those dwarves resize just Crafted (20-35 warrior quest) armor. I have never heard of them resizing any other armor.

Ok.. This is a very nice Helm..
But my question is this.. Why is it, of all the crafted armor, the ones for Brell , The Dwarven god, is the worst of the lot?? I mean.. arent dwarves supposed to be Great Blacksmiths?? and shouln't they have the BEST.. and Not the WORST??.
I know.. I'm just ranting here.. but ,,C"MON VERANT.

The Brell imbued Dwarven cultural helm has the exact same stats as this. You may be thinking of the previous set of Dwarven cultural, which was OK, but nothing special. All races (except half-elf of course) got new sets of cultural; all of which have similar stats. Some (Ogre, maybe others) do have more AC while sacrificing some other stats, but dwarven stuff is right on par with the rest. Different imbues give different stats in some cases as well, but all are quite similar in overall value. The name of the Brell imbue new cultural is Underfoot Plate. You can also click over to the other races to compare stats for those items that have been confirmed on the EQTraders boards.
As this is a 2-ring item, it goes for about 18-30k on Inny, depending on the smith and market prices for various components (mainly BD's).
