After casting for 100+ casts of buffs, this at tier 1 has not proc'd yet.... is it broken or is this the normal rate?
This is the AA effect, and if you look closely at the narrative, you must either HEAL or HARM someone. Since buffing does neither, it will not proc.
At tier 1, chain nuking, I estimate that it procs about every 20 casts, making it a 5% chance per nuke. I figure further ranks will add 5% to a max of 15% per nuke or heal, but that is only assumption at the moment.
