Does this effect stack with FT? or count towards the 15 cap?
Unlike the vex thal neck's effect "lunar whispers", this does not allow one to exceed the worn FT cap of 15. Too bad as some of the items that have this effect are from top mobs or the elements quest. Most that would be able to obtain this most likely are already near if not over the cap.

My understanding is that there is a WORN MANA REGEN cap of 15 points per tic. Its not really a FT cap. This is a worn effect, and therefore counts toward that cap.
Cap of 15 can by spending 5 aas per level be extended to 20
It counts towards FT cap (for the mana regen part, caps at 15) and towards the hps regen part (caps at 35 hps/tick)
Does not seem to work for bards.

Mana regen does work for bards... it's just when you're playing the manasong and have KEI it doesn't look like it.... :D

Wrong, wrong, wrong.
I play a 65 bard on TM. I got this the other night and did some testing after seeing this. I sat in the bazaar with no buffs and made no changes other than removing the ring for the second test. I currently have the Solstice earing, 3 aa's in mana regen and this ring.
I stood up and hit Fading Memories (900 mana) and clicked a stopwatch and timed my regen back to 100% both with and w/o the ring. Here are the results:
8:55 with ring
12:45 without

i dont think any mana regen works with bards
