to get the greatest effect from this, you should make sure you have a damage shield buff of some sort on you as well, so that the haste effect actually works against the target

I really dont understand what this does to characters if you are using the healing spells and mobs if you using the Mark spells..Does anyone know the numbers on this ???

When cast on a mob it hastes them up by 20% but decreases their AC by a max of 17 and their str by a max of 69 and lasts for upto 1.4 mins
