Komawin Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Komawin Fe`Dhar' Komawin Fe`Dhar says 'Greetings to you. I seek one that has chosen the path of monkhood. What do you call yourself?' You say, 'I am a monk' Komawin Fe`Dhar says 'Good. I had hoped you were one. As seeker of the way you are in constant training to push yourself to your physical and mental limits. It is an admirable quality and I wish to aid you. I will provide you with a cap, a tunic, sleeves, bracers, gloves, leggings and boots.' You say, 'What boots?' Komawin Fe`Dhar says 'Your feet are as hard as any stone and as swift as a coiled serpent but even the swiftest feet require protection so I shall provide you with these. They should help. Acquire a pair of unadorned leather boots and three crushed pieces of black marble.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Unadorned leather armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

You have to be ally to do any SS armor quest, and if you MQ any, both parties have to be ally.

I have the 3 Crushed Black Marble, but no luck on the unadorned leather boots yet... I'm sure it's MQ-able, but what must faction be to do it?

Gonna post this here seeings how more post are recent than the opening page ones to those comments...Here's my 2cp's ***** the friggin effect...who cares about it...don't use it if you have you epic good god...stop whining..they are nice boots...look at the saves for god sakes...yes i did the worthless Thurg quest boots and same effect **** stats. But see i did the damn quest, i have satisfaction of it being done. And yes i wear them with pride. I'd prefer these than most boots out there...Stop complaining and get better if you wish...this is not to any of these post on this page but the opening page before this one. Flame all people who complain about stuff. Play the game and be grateful.

Unadorned Leather Boots drop in Temple of Veeshan
Crushed Black marble drops in many locations I found SG to be the best. Boots are very nice got mine today:)
