To complete the first step, you just need to kill anything back on the other side of the Brass Phoenix Brigade's picket line that you passed to get to Ashen Wandering Horizon. Armors, djinn's, phoenixes, mephit's, gales, gusts and dervishes are all confirmed to give updates. The very first island back has more than enough NPCs to kill to get all your updates, but anything further back seems to work fine too.
The second (and final) step in the quest is "Speak with Ashen Wandering Horizon about your success" 0/1
Upon hailing Ashen Wandering Horizon for that last step you only get the emote "Ashen Wandering Horizon seemed satisfied with your efforts." and a replay timer of 30 minutes.

You say, 'abuse' Ashen Wandering Horizon says, 'You mortals attack my people, despite our contract and right to be here. You would be equally within your rights to [destroy the djinn]. In fact, I have just as little right to ask you to do so as they have to ask mortals to assault us!' You say, 'destroy the djinn' You have been assigned the task 'Do Unto Them'. Ashen Wandering Horizon says, 'As I said, it would be wrong for me to offer you any contract to do such a thing. What you do on your own is of no concern to me.'
