I just got one from a spider in Velks lab, now to get the turbin!

It is NOT droped, its a quest. Torn Silk headpeice drops in Kael anywhere past See invis guards(Arena or Tormax area). The stones drop off several different mobs in Velious. Turn it into the guy in tailor shop in ThurgA and tada.. If you want a odd looking helm turn it into one of the Helm Customizers in Velious cities.
