Can lower level enchanters do this quest if the get the pieces, for instance a 39 enchanter who was brought on the raid for clarity and speed and got to loot the bracer?

Yeah this would make sense that you can quest for the same items you can kill for wouldnt it?
Think about it... There are keys to certain zones you can quest for to hurt the opposite faction you would normally gain with by killing the mobs with the key itself. I personally think verant has taken a step in the right direction
