Since March 15th, 2012 patch you can complete each step by either killing the named or his herald, so the task text has been updated :

Find and kill Battleguard Gauntas or his Herald. 0/1 (Field of Scale)

Cutting Off the Arms

This task begins with Gorenaire in the Field of Scale.
You say, 'Hail, Gorenaire' Gorenaire growls. A deep, chill breath flows over you. 'What is it you need, little one? You are not likely a messenger from one of my [kin], of that I am certain. If you are here to [waste my time], then don't bother. My time has already been wasted.' You say, 'Your kin?' Gorenaire says 'The Ring of Scale fights all over Kunark to rid this place of these ridiculous Iksar. They claim offense by the Ring of Scale in order to justify attacking us. They hope that we will accept such an attack as some sort of honorable revenge. They are fools. By now Hoshkar and the others have routed them from their holdings and we will soon end this war and the Sebilisian empire with it.' You say, 'I am not here to waste your time...' Gorenaire says 'We fight defensively here. It wastes my time and power. I alone could lay waste to their city. Jaled'Dar is too cautious. Certainly we all accept that the loss of any of our kin is worth preventing, but his path leads only to more death. A swift, brutal [attack] on their strongholds would end this now, and we would lose little. I would lead such an assault, and in my wake, none would remain. The time wasted [gathering information] is time lost.' You say, 'An attack?' Gorenaire exhales a burst of icy breath. 'I cannot countermand Jaled'Dar's orders, but perhaps I could help our cause without disobeying him. Our scouts have seen several strong Iksar lieutenants moving amongst their rank and file. We may not be able to chop off the head of the Iksar filth, but we can certainly cripple their forces. Will you [find and kill] these lieutenants?' You say, 'I will find and kill them' Gorenaire says 'Excellent. You will likely need the aid of allies to accomplish this task, but perhaps you will prove to be a worthy asset, after all. Return to me when the work is complete.' You have been assigned the task 'Cutting Off The Arms'. Gorenaire, unsatisfied by Jaled`Dar's defensive tactics, seeks to damage Ganak's forces through other means. She references four Iksar lieutenants who occasionally appear in the area to marshal the troops. They provide troop-level leadership that is not possible for the higher levels of the Iksar command structure. Destroy them and the Sebilisian military will suffer a significant loss of organization and striking power. I got a task update message when I killed "a herald of Gauntas" tonight--red con to 75, seemingly equal HP/damage to a Sebilisian hunter, so I'm guessing also around lvl 80. I've got a pic, but no idea who/how to send it--female iksar graphic on the one I killed.

- The elusive Iksar Lieutenants in the Field of Scale now have heralds which can be killed in their place in order to satisfy the requirements of Gorenaire's task "Cutting Off The Arms".

A bit on the location of the named:
Battleguard Gauntas can be found at -1987, 1657 (also pathed and stopped at -1987, 1182) near the pillars before Cabilis. Kill all wandering iksar in the area (I ignored the messengers).
Slact the Frozen Hand's PH is the ironfist wandering up and down the path to Cabilis - he goes right through the two big pillars east of the Cabilis zoneline. I camped Gauntas at the same time.
Blackblade Lorkis can be found at -719, 447 (also pathed and stopped at 71, 143) and spawns from the wanderer(s?) near the east wall. I killed all along the east half of the zone, from just south of Kurns to near the Kaesora fort.
Naskado the Demented can be found at -1940, 572 near the SE corner of the zone. I camped just north of the Swamp zoneline and killed wanderers outside the Kaesora fort.
It took me about 10 hours of camping total to find all the named.
