Elaend Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Elaend Fe`Dhar' Elaend Fe`Dhar says 'Greetings to you. I seek one who calls himself a wizard. What do you call yourself, manling?' You say, 'I am a wizard' Elaend Fe`Dhar says 'Excellent. Are you sure enough of your skills to undertake my tasks? If not, get out of my sight!' You say, 'My skills are enough to undertake your tasks' Elaend Fe`Dhar says 'I thought so. One should never back down from a challenge. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots.' You say, 'What boots?' Elaend Fe`Dhar says 'These supple boots shall be yours upon receipt of three crushed jaundice gems and a pair of tattered silk boots.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

what faction ya need????
You must be ally faction with CoV in order to do the turnins. Just try conning any of the dragonkin in Cobalt Scar to test your faction, and be SURE you hail the quest mob in Skyshrine and follow the text through to double-check. You may need to be absolute max ally, not sure.
where are tattered silk boots found...
All armour components for all quests from the same faction are found in the same places.

You need groups that can fight mobs which hit for 700, AE for 450 and often come two at a time.
Reccommend 12 to 18 people.

Tattered Silk Boots is what this should be.
Same components are used for enc/mag/nec/wiz just different NPCs for each class. enc/mag/nec use Tattered Silk Boots for their armour component so the wiz one should be the same too.
