Few ways you can get faction in Skyshrine.
The faction is called "Claws of Veeshan" and effects all/most Velious dragonkin.
Raid Kael. Take a group or two and kill giants. Slaughter em. Maim. Destroy.
For bigger faction adjustments per kill, move to the Arena.
After a few weeks of Kael Arena raids I was max ally CoV (Claws of Veeshan)
Now that my guild is about to swap faction to pro-Kael, we'll see how long it takes to destroy /chuckles

Elaend Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Elaend Fe`Dhar' Elaend Fe`Dhar says 'Greetings to you. I seek one who calls himself a wizard. What do you call yourself, manling?' You say, 'I am a wizard' Elaend Fe`Dhar says 'Excellent. Are you sure enough of your skills to undertake my tasks? If not, get out of my sight!' You say, 'My skills are enough to undertake your tasks' Elaend Fe`Dhar says 'I thought so. One should never back down from a challenge. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots.' You say, 'What wristbands?' Elaend Fe`Dhar says 'The crafting of this wristguard requires that you bring me a tattered silk wristband and three crushed onyx sapphires.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

You need to be at ally to do the SS quest, this quest takes the highest faction....

you have the quest only at hight warmly or ally faction so go kill giant again and again

I'm an Enchanter, leel 40, trying to get my faction up with Skyshrine to explore it better, right now i'm Threateningly but using Benevolence I'm dubious, and can walk around safely. Using Minor Illusion I can get amiably with everything, but very few things seem talkative. None of the wyverns (Fe'Dahr) ever said anything to me yet.. this is mostly just using 'hail' on everything, I'm thinking perhaps you need to speak Dragon or Elder Dragon? Also note: You cannot use Minor Illusion in the maze or at most places higher up in the tower from it.
