Lothieder Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Lothieder Fe`Dhar' Lothieder Fe`Dhar says 'Greetings to you. I seek those who call themselves enchanters. Are you what I seek?' You say, 'I am an enchanter' Lothieder Fe`Dhar says 'I thought so. I have several tasks for you accomplish. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.' You say, 'What wristbands?' Lothieder Fe`Dhar says 'The crafting of this wristband requires that you bring me a tattered silk wristband and three crushed onyx sapphires.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

I would take this bracer over bd bracelet in my normal every day equipment any day. 4ac and 40hp and it gives mana and int. Bd gives 30mana and resists only. I keep bd bracelets for when i'm gonna be needing resists but for every day i would go with this bracer over bd bracelet any day.
Dont use BD-bracer, use UP bracer...

This post is for the gloves not the bracer, yes all the Quest bracers suck, it's without saying. The gloves are great 5ac 45mana 30hps... Chances are that 30hps will do more than 9sv Cold if you don't resist. Gluck mezzing pure melee's with your BD bracer on your hands =)

This is it? sure this should not drop in Black Burrow. Sure you get some AC. But that does not do much for an enchanter. Think I will stick with my Blue Diamond Velium Bracelets
Mana 30, SV fire 9, Disease 9, SV cold 11, SV magic 9, SV poison 9.
I think the SV will protect me more than the 5AC. Just to think The quest item is dropped off an level 60 mob
