Lothieder Fe`Dhar is located in a room just beyond the maze, immediately to your left once you've ported into the giant staircase section.
You say, 'Hail, Lothieder Fe`Dhar' Lothieder Fe`Dhar says 'Greetings to you. I seek those who call themselves enchanters. Are you what I seek?' You say, 'I am an enchanter' Lothieder Fe`Dhar says 'I thought so. I have several tasks for you accomplish. Once you have completed them I will have a cap, a robe, sleeves, wristbands, gloves, leggings and boots to reward you with.' You say, 'What sleeves?' Lothieder Fe`Dhar says 'For these durable sleeves, you must fetch me a pair of tattered silk sleeves and three flawed topaz.' Gems are dropped off various NPCs in Velketor's Labyrinth, Siren's Grotto, Cobalt Scar and The Wakening Land. Tattered silk armor is dropped randomly in the Halls of Testing inside the Temple of Veeshan. Bring the three gems and armor piece back and in exchange, you'll receive your reward, experience and faction. | ||||||||||||||||||||||||||||||||||

The sleeves are tov loot, random drakes from HoT. Topaz drops often of the armor men in WL. As far as I know...

Just got it tonite, the tattered silk sleeves drops in ToV.
