This is the ToV armor for Kael faction. You raid ToV, pick up the ancient tarnished <enter slot here>, get your gems, and hightail it over to Kael. In order to get it though, you have to be ally Kromrif/Kromzek and at least dubious to Tormax since the guy's relatively close to him.
