You people really don't understand, if you're not atleast a minimum of LEVEL 55 You will not be doind these quests. 55 is the basic minimum level for ToV West Wing, which is where 70% of the Tarnished Armor drops. Tarnished Armor isn't necessarily random either, some are garunteed.

sorry the Thurgadin armor drops in the arena in Kael, but the Kael armor drops in Temple of Veeshan.

Kael armor quest is dropped randomly off of mobs in the Temple of Veeshan. Thurgadin armor quest is dropped off of Giants around the arena about 52+. They are very tough and unmezzable. The gems and such drop off of 40+ mobs in any zone, but especially WL, Velks, and some in Kael I think. Goodluck to you all

I believe all of the tarnished equipment drops off of the giants in the arena, they are around 55 or so.
