Got the plate bracer last night. Was off one of the Wurm Guardians on the West Wing in ToV. Now to get the gems and turn it in to my ally Giant buds in Kael.

This stuff all drops in ToV full suits for all classes plate/chain/silk /leather and is made individual by what quest gems you combine with it to hand in the the quest guy.
You must be ALLY to kromzek to hand in.
ToV is a high level zone our guild is 55-60 and we now have over 300 pieces of armour its good for ALL classes, and you need several groups in there (done it with as little as 12 but most of our guys are 60's)
Temple of Veeshan is found off Western Wastes and the entrance is guarded by dragons, sontalak is one and he's a bit nasty. make sure you take porters with you for non gaters as you cannot zone out where you zoned in lol and fightin your way out really is not an easy option!
Gems for this armour are found in CS/WL/SG/velks/icewell keep/DN

Drops in: Icewell Keep (don't know who drops), Siren's Grotto off ulthorks/bulthars, Velketor's Labyrinth (don't know who drops), Wakening Lands off sentients.

Well, ive been reading about this armor, and i see that the gems come from CS, but where would i go about finding the Tarnished armor to complete the quest? Any info is welcome :)
You get it from fighting drakes and the like in there - typically with 3 or more groups of characters in their high-50s.

Supposedly tarnished is dropped in Temple of Veeshan.. dunno, I have never been there myself
