My 51 Iksar Necro has high enough dubious faction with CoV that I can do the quests, but I can't buy/sell from this vendor.
Do I need higher faction with CoV? Or is he on both CoV and Yelinek?

Seems to be a broken quest here. Hailing Ruru with warmly faction gets you the following exchange:
Ruru the Cook says "A stranger? Hmm. Well since you are new to these parts, I will introduce myself. I am Ruru, I do the cooking around here. best cook in all the lands I would say."
Grudash the Baker laughes, "Hardly, I am at least as good as you. Perhaps even better."
Ruru the Cook says "Perhaps a contest then? Stranger if you would, take one of his Boysenberry Pies, and one of my fabulous Raosted Walrus with Plum Sauce dishes to Guardian Master Orclev with this note. We will let him judge who is better, be sure to bring his answer back to me."
However, you do not get a note. You can buy the roasted walrus for about 125pp from him, but there seems to be no way to get the pie. If you ask Grudash for a boysenberry pie he replies:
Grudash the Baker chuckles, "I thought you might, what say you now Ruru? Who is the better cook between us now?"
But you get no pie and other phrases seem to have no effect. And you can't buy one from him (at least he had none in his inventory).
Also, I've never seen a Guardian Master Orclev in my travels in Skyshrine. Not saying he doesn't exist, just that I haven't run across him.
Any ideas?
