I was dubious but unable to do turn-in. I killed Elial Brooks 6 times and although Tiam still "glowered dubiously" at me he allowed hand-in.

It looks to be one of those "high-dubious"/"low dubious" distinctions.

Best thing is to hand in a single molar and if he swallows it go kill Elial Brooks some more.

You can kill Elial Brook to raise Deepwater faction.
He has about a 10 minute spawn time.

Once you get to dubious, then you can do the turnins.
