He only sells the non quest version of the book. The entry is incorrect, unless it gets added in a later expansion beyond Velious.

You're right, on Antonius Bayle he also only sells the [link=/db/item.html?item=55534]tradeable version of Venril the Chief[/link], I updated his goods list.
