This particular mob is one of the placeholders for "an ancient cyclops" in South Ro. It is unique in that it is always spelled in lower case "a dervish cutthroat" (as opposed to the normal "a Dervish Cutthroat" that are part of static camps in this zone), always wanders the desert section (not part of a static camp), and is always a small orc warrior model. It will never show up as the other race/class combinations that normal "a Dervish Cutthroat" mobs can be.
Review the spawn information for an ancient cyclops (South Ro) to get more information on how this mob is related to the ancient cyclops' spawn.

While hunting in Sro today an orc looking "a Dervish Cutthroat" , gave Dervish Cutthroats -2 faction hits. Dropped a Rusty Broad Sword.
