Jaled`Dar won't talk to you until you've completed tasks for some of the other Ring of Scale dragons. It is not known for certain what combination of tasks is required. You need, at a minimum, two of the "Sarnak Recovery" tasks (and that may be it).

You do not need drake scourge, you need 2 sarnak recovery, Raising, & I think but not confirmed, Supplies and Food Supplies.
