In Greater Faydark: On the first pad up from the North Orc Lift at /loc 889, 208, 77.
In Grobb: At the entrance of the city at /loc 49, 3, 3.
In Halas: At the entrance of the city near the dock at /loc 60, 0, 3.
In Mountains of Rathe: At the south portion of the zone with all the merchants and Guild Masters at /loc -1206, 244, 2.
In Neriak Foreign Quarter: At the entrance to the city to the left at /loc 56, 2, 4.
In Northern Felwithe: At the entrance at /loc -2, 34, 4.
In North Qeynos: Outside the front gate of the city at /loc 343, 68, 3.
In Oggok: Near the entrance at /loc -217. 343, 13.

Text for this entry is confusing especially as this entry is for the Butcherblock Mts incarnation. Since there is a wiki entry for every Santug by zone some more generic text would be suitable, perhaps just include a list of all the zones in which he's known to appear. Merry Christmas!

We can provide that information in the wiki text you see for the NPC information. As long as the NPC has the same name, it will share that wiki text for all other NPC's with the same name. We just need location information for all of them and we can add it in which I'll work on. What I did last night was added the zone name to all the Santug's metanote entries, the [Zone Name] next to their names so you can tell them apart in quest entries and find the closest to you.
Come to find out that there is no Butcherblock Santug. This may have been true in the past but could not find him anywhere on track and wasn't on CTRL F like all other Santug's are.

Task is given by Hargar, The Vellium Cook. He, like Santug and the other Frostfell NPC's can be found in Plane of Knowledge near the Main Bank as well as in all of the Home Cities.
I will obtain the proper dialog and proper fish names asap.
Give 4 each of 5 different "rare" fish to Hargar.
High Hold Carp
Golden Eye Salmon
Everfrost Trout
Cazic Angler - In the Feerrott, fish on the Temple side of the water at the southern tip.
Dagnor Bone Fish

I hailed the Santug Claugg in Kaladim and did this quest entirely in Butcherblock.

Horgram says 'I want three strands from the top of Lady Hagbletha's head. Oh she is the fairest of them all! If I could just have some of her hair! I would go myself but I am afraid she would eat me if I tried. Perhaps you can talk to her? You will find her near a dwarven statue in the canyons west of here, connecting this region to the shore.'

Hagbletha says 'What you want! Me busy sitting here!'

Santug Claugg says 'Me list! It was torn ta shreds by da grimps when the Grinnuch captured me! I need dat list back! It very important! Will you prease [help] me get me list back?'

Santug Claugg says 'Yay! The grimps who tore me list apart probably still have fragments of it. Go, bonk as many of dem foul critters in da head as you need to and find me list! They may be hard to find as they know how become invisdable! You may also need someone who can track dem!'

Running through Everfrost this guy tried to fear me ( I resisted) and then snare.When conned he was indifferent. The con was between the 2 casts he did. I tried to attack but couldn't. I saw one of his followers ( the grimp) alone so I attacked it and killed it crit (62), looted a clue : A Broken Toy off it. Runing back to book I ran into another grimp and it dropped clue: A symbol of Innoruuk. No text to report.
All the mobs in the zone are dropping Santug's Gift.
