I imagine that an Anguish group could handle him, but he is a massive undercon. I've been three-boxing many of the first floor nameds. These are red-con 73-74 mobs. I took an 11K tank 200 AA, cleric, beastlord, chanter, druid, necro. Rooted everyone, AE'ed everyone, slow landed, killed the cleric wiped us and we got him to 97%.
Our group was modestly equipped but, nonetheless, this mob is a massive undercon. I would put him on about par with the named spiders in 68.2 or 68.3
Actually he is fairly easy for a Anguish group. He has just a bunch of hps and need to group heal from the AE / root. I was able to 3 box him with my only Anguish geared toon - Ranger and pretty much self geared / group geared bots Enchanter and Cleric (DoD missions help alot).
Also, for those that don't know, make sure you get the mission for him just outside in Arcstone so that everyone in the group gets an orb from him for the quest, otherwise you only get the 1 orb that drops with his corpse. You can realisticly get 7 people orbs at the same time by doing the quest with 6 and 7th looting the corpse.
I don't remember the name of the bracer right now, but I killed him two times and both times he dropped a plate bracer which was roughly 32ac 190hp / mana and a few other stats, no focus or shieldings.
positively 1 groupable - killed him twice the other day. pal clr dru enc rog bst most anoying is the AE resonating screech that as far as i know each mob of this model uses - due to this AE and his reasonable hp fight is not a pushover. if you plan to kill this mob - use caster dps instead of melee as the attack speed reduction of the AE is melee only maxhit 1.5 on 2.7 kac
