Found him on tracking nearby the zone to lavastorm. Pulled him away to a wall so no adds and commenced kicking butt. Light Blue con to 70 so I am not sure hes lvl 60. Resisted most all of his spells.
Way easier than named Drake in same area, both were up at same time, dropped:

easy enough cast some spell called Goblin Hamstring on pet which looked like it did some serus damage. nothing sppectacular snared dotted sicked ppet on and ran around. easier then named drake.
