What faction are the miners at High keep on? I'd like to raise it, so I can get the best prices buying HQ ore that people have sold them. I have been doing orc, gnoll and goblin quests, and highhold merchants goes up, but not these guys. Actually, about half the merchants in highpass and high keep don't seem to be on that faction.
Not sure, but try killing corrupt guards in Qeynos.

Almost 3 years later. Do people even still visit this zone? I'm here on my lv 11 bard and it's EMPTY. There's CASINOS in this zone, people -- USE 'EM :P
