Turn 4 of the needle thin claws in to Tiamon Aroo, the tailor merchant in Shadeweaver's Thicket, and you will receive a claw needle (name may be slightly different).
The needle is used to combine a piece of tailored hopperhide armor with the same slot piece (ie tattered hopper mask and xakra kel veil, or hopper arms and Xakra arms) of the No Rent Xakra Kel armor, to make it into Shaded Hopperhide.
Save those claws! :)
