Got the Elder Longshadow #3: A Plea for Help [65] mission with two shrouds level 65 and 1 mercenary. After getting the mission I dropped the shroud and entered the mission with the merc, both level 100. Took 22 clears to get the Patch.

I believe this dropped for us during raid instanced as well...
Confirming below comment. This item dropped for me today in the SD.3 lowbie mission, meaning the #3 mission (A Plea for Help) offered by Shadowalker Dustspirit in Stoneroot Falls. I requested the task using three characters shrouded to level 65, 65, and 60, which gave me an average level of 63. Took me about 20 clears of the zone before the mask dropped from a Ragepaw Hunter (zonewide random).
