I think there may once have been more to the Screaming Mace quest that got removed before it went live and the unfinished molds are remnants that they forgot to remove. The blade mold suggests there may once have been a sword option, and the sledge mold suggests a hammer.

Received this item when I turned in the Shiny Brass Shield. But as of yet have not found a use for it?

My recollection may be a little hazy, but it seems to me this appeared in my inventory after I turned in the Shiney Brass Shield to the "a dwarven smith" in Crushbone pursuant to the Screaming Mace quest.
