I found the Polished Lake Stone at -84,-769

found mine at -214, -772
Good grief this thing is hard to see. Took forever to find it. Turning off pixel shaders defiantly helped. Swam around the lake twice, thought "I wonder if the quest is what makes it spawn?". Canceled quest, re-got quest, swam around the lake twice... ect... ect... ect... about the 10th time I got the quest it was in the water right near the napea's (LOC -255, -696). No idea if cancelling and re-getting the quest had any effect.

Also, important safety tip....cant break the rocks while invis :)

I had a hard time seeing this with all graphic options on. I went to Options > Advanced and unchecked all "Allow x.x Pixel Shaders" and "Use Advanced Lightning", then it was much more easier to see it underwater.

Followed your suggestion and turned off the shaders. I finally found the stone at -105.59, -774.89, -12.11. Don't know if this is a static spawn or not, but that's where I found mine.
Quest is given by Nedulcu in Gorukar Mesa.

Make Gravel (yes, MAKE not MAKING) simply involves diving in the "lake" around the Oread island and finding one (1) of these ground spawns.
Put it in your primary slot and then click the single small "boulders" around the island to "smash" them.
Go back and report to Nedelcu to finish.

The task called "Making Gravel" requires this item to break the rocks near the Oread, but I can't figure out how to make it break rocks. =(

Equip the polished lakestone in your primary. Then click on the rocks on the Oread island.
