I looted one of these last weekend and it does indeed do just 2hp/Tick (Druzzil Ro, character Rohaisa, I'll duel you if you'd like to see firsthand). That's 2 hps every 6 seconds, for an amazing total of 20hp/minute.
Level plays no part, I'm level 60. And it still only does 2 hp/tick. :p
It's the kind of weapon proc you'd expect to find in Blackburrow, not the Temple of Veeshan north wing... Let's hope the /feedback command works.
All poisons work on level...so this doing 2DD at L1 means simply that that is the basis for working out overall damage...the person that said this took 50 per tick off would be right as at higher levels it will do higher amounts of damage...all rogue poisons work like this...at L1 they do a small amount of damage which increases dependant on level of user...
Simply put i would kill for this weapon but will never ever see it in my hand....ahh well

Ok, everyone sees the 2 hp hit from the proc, but it also adds a 20hp/ tick dot, thats 1 decent dot, unfortunately, it only lasts 6 ticks. But, the short duration could be a good thing too, a longer duration could just take aggro and send to the wielder of this weap, shadow knights happen to have feign, and rogues have evade, but,,, I for one have seen both these skills not work.
I have this dirk and I can confirm it does NOT hurt the weilder poison is a long one ( found out in duel) about 50hp per tick also Dirk of the traitor sucks~! comes off of roderick tordeck in EW used for 9th coldain ring quest it's effect called rodericks gift is in the stuns and spins the weilder much like the enchanter whurl till you hurl line of spells
Okay, let's recap this effect for a minute. Both Foggn and the anonymous cleric that berate him are essentially right.. the number of poison counters attached to a spell determine _both_ how hard it hits and how hard it is to remove. One or two casts of Cure Poison may not get rid of it, but it will reduce its duration.
As for who gets hit by this proc, I can say with some degree of certainty that this proc hits the mob you're fighting. How did I come to this? Think - THIS DIRK COMES FROM A DRAGON. not only that, but from a DRAGON IN TOV. the cursed Dirk of the Traitor comes from a low level dorf, and is involved in a quest. the risk vs reward formula would not make any type of sense if Ikatiar's Stinger were cursed.
the dirk of the traitor, if i have the name right, has an effect of "soandso's revenge" - the name of the traitorous dorf you kill in order to get the dirk. that one procs true north i think on the user, which makes it a pretty interesting weapon to use hehe...
this one's spdat.eff data is probably wrong. 2dd and 9 poison counters? it probably damages the wielder, and it probably has some other effects that aren't showing up. maybe a dot or something? on the wielder... whatever it is, i'm pretty certain it'd be a lot more vicious than 2dd, and hard to cure with 9 poison counters (yes poison counters work like the cleric poster said, it would take a lot of casting cure to remove this effect).
i love items like this =p cursed weapons are so much more interesting... and i could be totally wrong, but you *did* kill ikatiar the venomed to get this, and dragons tend to be pretty cunning.

I do believe those 9 counters is the level of the poison. For example a shaman dot would be about 4, and a better shaman dot would be 5. If I'm right its got some nasty dot power to it
now if this adds 9 poison counters to your buff list thats actully a good thing. Since i think mobs are limited to the 15 buffs that players are if they have more then 6 on something is going away because you jus took up 9 slots of them.
I just ran thru the data again, it definitely says 2DD. Of course, Verant still claims that certain effects are server side, but I'm going to bet that this is just an error in the spell.
besides the fact that it's only 2dd, it has 9!!! poison counters...that would take a little bit to remove. Now, granted the level you get this at, a cleric'll cure it no prob (if it's cursed and 9 counters go onto the user). Maybe I'm mistaken, but doesn't that mean mucho poison to the MOB it procs on???
Sure 11/21 isn't exactly the single best Rogue sticker out there but it is not garbage either. The 30SvP on a weapon is excellent for some raid situations certainly. The proc is a bit of a mystery still... perhaps it is considered cursed after a fashion. (In which case it would still be a situational range slot item.) The 2dd and add nine poison counters is somewhat gibberish to me but it could just be a way of generating taunt(?)
eq caster says it does 2dd and adds 9 poison counters, and for some reason, I don't think a weapon from ToV would just be doing 2 damage a proc, so the spell dat could be wrong for once.
Sounds like 9 poison counters means that your victim get 9 spell icons (showing the poison) all in one swipe...basically making it hard to dispell all the poison at once. =)
