I have spent too much time in Runneyeye trying to get a complete set of Blackened Alloy armour and this is the last piece. I have 2 other sets missing these as well. And The Blackened Iron sets (x4) missing the coif. Sounds feasible that the boots and possibly the coif met the same fate and were removed.
Now having said this my next drop will of course be the boots and/or coif.

You're thinking of Cold Iron not Blackened Iron. Cold Iron drops in Warrens, Blackened Iron drops in Runnyeye.

I see Dozer has posted a lot of good stuff so not leaping to conclusions, but the king drops Cold Iron Boots, https://everquest.allakhazam.com/db/item.html?item=5533 never seen any Blackened Alloy Boots from him or his kobolds.
BA boots should drop in Runnyeye along with the rest of the BA & Blackened Iron armour - so far I've found several pairs of BI boots but not yet any BA version so it would be good to get some confirmation.

Agreed, the Black Alloy Boots SHOULD come from Runnyeye, however I see no confirmation of ANY creature dropping them so there's a good chance this item was accidentally removed from drop tables at one point. I also spent a good bit of time in Runnyeye on recent progression servers and don't believe I ever saw Black Alloy Boots drop even though I saw the rest of the suit many times over.
