Indeed on watchman on ogre island North of huts. 21 is the highest that I have encountered so far.

Got a pair off of an ogre watchman in Over There, he conned blue to me as a 25 druid, lots of hp.

The watchman's spectacles that are needed for the Shaman Iksar Quest for the Scaled Mystic Breastplate can be found in Timorous Deep on a Ogre Watchman. He is said to be about lvl 19-21, but I can not say that as a fact as of yet....good luck!
