Shadows of Luclin
Been hunting for these off and on for 3 days, and have had 2 drop out of about 40 Wolflings and Pups.
Common, it ain't.
Pain In The A##, it is.
Just got a tongue to drop off a sonic wolf, looks like it was one of the roaming spawns.

I just had one drop off of a Sonic wolf. The text for the quest reads "any" sonic wolf in Hollowshade Moor. I got tired of hunting for only Pups and Wolflings and on the 3rd Sonic Wolf a tongue dropped.

This dropped from "a sonic wolfling" near the bridge that's west of the sonic wolf cave.

A sonic pup that spawns/wanders around 650, -1350 in hollowshade moor was the easiest way i found to get the tongues. They are needed in the Taruun Journeyman's Cloak (4th cloak) quest.

This item is used in one of the class-specific Vah Shir quests, I believe it's the rogue one. At any rate, these (like most other such drops) will only drop off the "wandering" mobs of this kind. In other words, these will not drop off the mobs that sit in the caves or walk in and out of them. Most often, these "wandering" mobs will have a specialized name: sonic wolfling, owlbear grappler, etc. These can be a pain to farm.
