I seem to recall overseeing people in LOIO shouting for this if it dropped.
You can find these pages in various different zones. The pages droppped vary according to the difficulty of the mobs you are fighting. So for this one you would most likely find it in a low to mid lvl zone.. not 100% since I could not figure out what lvl the spell its for is. You might also check Bazaar because you can often find the components you need at a reasonable price. Anyhow, good luck and I hope this helps a little bit.
