what mob drops this item?
Looks to be random drop from most mobs in Gunthak.

It's used for the tinkered research quill. When the gnome assembles all parts you get a quill with +5% research skill. The quill is the only drop part. Says pen in recipe but on forums at tinkering.org it says silver tipped quill.
