no mob drops this. You can buy it from the vendor. Found one in Qeynos in Magi's supply Vendor. Check it out.

it is used to make the lvl 34 fire pet for mages research
Level 34 pet for mage is earth, not fire; not finding any recipes for this - recipe may have been nerfed, replaced by the hides that were introduced in Serpent's Spine expansion

Qeynos. In the herb jar near the caster guild from hanlor escaval. costs about 3pp.

Spot on! - NPC is Hanlore Escaval (General Supplies). Loc is POS 306, NEG 566 inside the Herb Jar in South Qeynos as you say. Cost is about 1.5pp with indifferent faction and CHA at 137. Thanks for the pointer - now I can make my 34 fire pet :-)
