It is used in the Qeynos Badge of Nobility Quest.
It combines with Spices, Brandy and Finewine Family Brandy to make Panther Pate -- which you use as a turn in.
In that 2 of the ingredients are no drop -- I assume the trivial is zero.
It took me about 15 kills before I got one.

Looted this no drop panther liver off black panther in Jaggedpine and the header on this page says used in quests... okay.. what quests? I did a quest item search for this and panther liver isn't listed.

Answered my own question with some more in depth searching and reading the fine print. It's used in making pate liver for the 5th Quenos Badge of Nobility quest.

I killed 40 of these and I didn't get a single liver. I think the drop rate is probably uncommon or rare.
