You get this during the 4th segment of the Broker Fahaar's Tailoring Quest. I did this quest with my Half Elf Ranger after I MQ'ed the citizen quest, must be a citizen before you can start this one. It's a good quest for starting Tailors to break the monotony of the standard combines.
