It's pretty crazy, but I've killed hundreds of these things and still only have one head to show for it; which is weird because I'm pretty sure they all had heads when I killed them.

Got one in shards in the top right section within 1 clear.

I have looted 1 after 20ish kill :)
took me 172 kills in shards landing to get one. came from a kangon verdantbeak
Edit up to 700 kills now. still only the one head.

finally got a 2nd one at kill #751. this one from a verdantbeak cub

Edit: goy my 4th one. from a cub. total kills : verdantbeak cubs 767, kangon verdantbeaks 116, cragbeak 13 = 896 total kills.

Haven't been keeping track of number of mobs, but I've been in Shards for 6 hours and not a single drop.
This is a tough one! I obtained one in Windsong after about 8 hours of killing all the mobs in the inner circle part. The breezerunners share spawn points with the other kangon types, so this isn't the most efficient location to farm these, but it works.
Shard's Landing is the best spot, but expect to spend lots of time here. In about 16 hours I managed 3 of them off of the cubs, never off of the other kangon types.
