Where is the person that the beginning Paladin goes to for the quest armor in Freeport? I have other characters that found their armor questing person in the immediate area, (ie. standing next to the Guildmaster or at least in the same buliding)

Look to the left and see Quests... By Zone...
It can tell you everything you need about the quest. To save you time the guy you are looking for is Edwardian Holyblade.
It is pretty easy to get the suit. I got it done by level 10. I am working on Felwithe Paladin Armor and am missing 2 pieces at level 13. Stupid Giant Bats.

There are lots of Giant Bats in the Feerrot which can be accessed through Oggok in the Plains of Knowledge. I'm playing an Ogre Beastlord there and they are plentiful.
