This mob is killable. Apparently doesn't repsawn.
This guy gives the Temporary Flag for KodTaz. He spawns after you kill Kyv Heartpierce Jhiru. Hail him, get Temporary Flag. Not 100% on how to make KT Flag permanant, but I know I just got it 20 mins ago by hailing High Priest's Scribe in Barindu, then zoning into KT via Natimbi (NW Corner Runed Stone).

I'm 99.9% sure that the line about it being a temporary flag is BS. As soon as you hail him you are permanently flagged for Kod'Taz. We've tested it before.
