I have also seen the Goblin Scout at the Goblin Warrior camp. For any who care, he also drops Ashweed.

A reply that's 9 months late but well.....
I have been farming the goblins here for poison stuff. Seen this guy in the goblin warrior camp. Thats the camp near the green square pillar, not far from Najena entrance (Hykallen also spawns at this camp).
Like the goblin runner, this guy will only hang about a few minutes there, before running off towards Najena.
