No. A mob will not drop a quest item if you kill it.

iksar is DUBIOUS is there a certain faction we need to be to start the quest if so how can i get good faction with her ?

well, no personal experience with her, but was able to train with the monk trainer in SH who was i think apprehensive to me by sneakin up behind him, and assume same would work with this npc

Her Location is neg1273 pos440 -- she is in the castle on Elemental island -- main floor I think
