Sten does not appear to be present on the Ragefire progression server. I started gathering the items while leveling my little new guy up and he was not there at level 4. I hoped he would appear at level 5 but not where he should be in the Bard Guild area. The map will take you right to his spot on the first floor but no Sten. I checked again at level 7, still not there. I guess he must have been a later addition as this server just progressed to Kunark. So before you start the quest make sure Sten is there for you. If anyone familiar with Ragefire knows anything different let me know as getting my first set of armour is proving tough. Got a lot of cloth stuff.

The progression Aillian is referring to is The Sleeper/Combine (aka round 1) version. For Fippy/Vulak they had the newbie armor in (for the most part at least... I did Erudite necro quests myself before Kunark).
For Ragefire/Lockjaw other known newbie armor quest NPC are gone, some of which break newbie guild summons. Our understanding here is that newbie armor quests have been removed from progression on purpose at this time. Daybreak forum posters make it sound like Planes of Power is the expected era for the newbie armor quests to go live on the TLP servers --but we don't have (or haven't seen) a Daybreak post confirming this.
