Are Arbogast and Miller campable? Do you know his respawn rate? Hit points? Resists? Looks like a high powered group for a lvl 49 mob. Did you notice your xp?

Miller was dark-blue to my level 49 Paladin. His only faction is "The Truth" which gets worse when you kill him. The swords he carries are No Drop but are not No Rent. (There's a prior post in the quest area that states that they're No Rent.)
I was assisting a 58 Beastlord on this quest. We had a 60 Necro and 60 Ranger, plus a couple of other people who joined in as the fight started. Was an easy kill (as was Arboghast).
